Updates From The New Paradigm Institute: National Archives Deadline Passes – Global Disclosure Day Oct. 19
Washington, D.C., October 2025 -- The Fiscal Year 2024 National Defense Authorization Act originally set October 20, 2024 as the deadline for Executive Branch agencies and departments to identify, collect, and transmit all UFO/UAP records to the National Archives’ new UAP Records Collection.
Just before that deadline, the Archives issued NARA Memo AC 04.2025, extending the deadline to September 30, 2025. That deadline came and went yesterday.
What can we realistically expect? We are analyzing the situation carefully and remain open to positive outcomes, but we’re pessimistic. Unfortunately, the law (passed two years ago) lacks an enforcement mechanism and does not impose penalties for non-compliance. And even with legislation in place, the system is riddled with carve-outs, exemptions, and national security loopholes. Overclassification remains the rule, not the exception. As long as the UAP Security Classification Guide is in force, the American public probably shouldn’t expect meaningful disclosure from the Executive Branch, without President Donald Trump personally intervening.
But this rather concerning picture isn’t the complete one. Continued public pressure has been working in recent years, and it remains essential to breaking the cycle of secrecy. The old axiom, “the squeaky wheel gets the grease,” applies. The more members of Congress who hear directly from constituents, the more they will continue to realize that the public demands transparency and accountability on UFOs/UAP. Our work, powered by your support, is critical to the mission of UFO/UAP transparency.

GLOBAL DISCLOSURE DAY 2025
As we detailed in our Saturday newsletter last week, on Sunday, October 19, 2025, from 1–5 PM ET, the New Paradigm Institute and its Citizens for Disclosure community will host the second Global Disclosure Day, a free online gathering to confront the truth about UFOs/UAP and the September 30th records submission deadline. The day will close with reflections from Dr. Jim Garrison and myself on the future of disclosure and the role of public action.
