One of the core missions of the New Paradigm Institute is education and research into the UFO/UAP phenomenon. In the course of our work, we occasionally encounter non-conventional ideas that may cause discomfort and controversy. Yet responsible research requires that we examine the available data, even when it challenges our assumptions.
One topic that repeatedly surfaces in the historical record is the relationship between human consciousness and non-human intelligence (NHI).
References to consciousness connected to the UFO/UAP phenomenon can be traced back to some of the earliest accounts from the 1950s. One of the figures who helped bring this idea into public discussion was Orfeo M. Angelucci, an early UFO/UAP contactee who authored The Secret of the Saucers in 1955 and Son of the Sun in 1959. In these works, Angelucci described communications he believed came from what he called “Space People,” who allegedly conveyed the idea that human beings are fundamentally spiritual entities and that our physical bodies are temporary vessels for cultivation of deeper consciousness.
Angelucci described humanity as “spiritual beings wearing biological garments”, a concept that has echoed in various forms throughout the history of the UFO discussion.
While Angelucci was not the only person to advance these ideas, he was among the first to introduce them to a wide audience. The relationship between consciousness and the UFO/UAP phenomenon remains an open and intriguing question, and we’ll continue exploring it in future newsletters.

I recently joined the Catalyst Talks podcast for a wide-ranging discussion about government secrecy, UAP disclosure, and the responsibilities citizens have at this critical moment in history.
Drawing on my experience in landmark cases related to such themes as the Pentagon Papers, Watergate, and Iran-Contra, I explored how secrecy, corporate power, and the national security state intersect with the ongoing struggle for transparency regarding UFOs/UAP. Rep. Eric Burlison on the Growing Push for UFO Transparency
Representative Eric Burlison (R-MO) recently participated in an “Ask Me Anything” Reddit conversation moderated by journalist Leslie Kean and filmmaker James Fox. During the discussion, Burlison offered several revealing insights about the current state of UFO/UAP oversight in Congress.
One key point he emphasized is that President Donald Trump’s recent call to release the UFO/UAP files is already creating movement behind the scenes. Burlison explained that members of Congress have been able to request access to classified UAP information, but even when permission is granted, agencies have sometimes delayed providing it because it is not treated as a priority. He expressed confidence that the president’s statement will change that dynamic, ensuring that congressional requests receive greater attention.
The thing I found most interesting in the interview was Congressman Burlison’s tone when discussing several long-circulating claims within the UFO/UAP research community. Rather than treating them as speculation, he spoke about them as issues that investigators inside Congress are actively trying to verify.
Burlison acknowledged that there appears to be UFO/UAP-related information held within the intelligence community that has not been shared with Congress, a point that directly challenges last year’s claims in the Wall Street Journal (that paper suggested the phenomenon is largely a fabrication by the US Air Force designed to distract citizens from U.S.-made technology). He also referenced reports that a centralized government server may exist where large portions of the classified UFO/UAP files are stored. Even more remarkable, Burlison spoke about longstanding allegations that an enormous craft was discovered in another country decades ago — so large it could not be transported. According to the story, first reported by investigative reporter Ross Coulthart, a massive facility was constructed over the site to conceal it. Burlison indicated he is actively trying to arrange a congressional visit to this location.
The full conversation offers a fascinating look at how attitudes inside Washington are beginning to shift as the demand for transparency continues to grow.
Meet Me in Austin and Sedona
I will be speaking at two upcoming events this month and would love to see members of our community there.
First, join me in Austin, Texas, during the South by Southwest festival. On Tuesday, March 17, from 4:00 to 5:00 PM, I’ll be presenting in Salon C at the Hilton Austin Downtown. My talk, hosted by SpectreVision Radio, is titled “Childhood’s End: Speculation on a Post Disclosure World.” The session will explore the legal, cultural, and spiritual implications of a world in which the reality of non-human intelligence is publicly acknowledged. The conversation will be moderated by SpectreVision Radio Director Daniel Noah.
Later that week, I’ll be in Sedona, Arizona, for the Sedona Ascension Retreat. I’ll present on Friday, March 20, from 4:30 to 5:30 PM, sharing the latest developments in UFO/UAP and extraterrestrial disclosure. Following my talk, I’ll join Jimmy Church’s “Fade to Black” panel discussion from 6:00 to 7:00 PM.
