Canadian Parliament Member Calls for UAP Declassification

Toronto, CN, Feb 16, 20206 -- ZlandCommunications has learned that the governor of the Bank of England has been urged to consider contingency plans for a potential global financial crisis triggered by an official confirmation of extraterrestrial intelligence, according to warnings from a former central bank analyst.

Helen McCaw, a Cambridge University graduate who previously served as a senior analyst in financial security at the Bank of England, has advised Governor Andrew Bailey to prepare for extreme market instability should governments formally confirm the existence of non-human intelligence.

McCaw, whose comments were recently reported by The London Times and The Independent, argues that a verified announcement—particularly by the United States—could spark widespread panic, sharp market volatility, and systemic financial risk within hours.

“If there is an official announcement and we get presented with very clear evidence that nobody is going to dispute,” McCaw said, “I would say that in a matter of hours you are going to have total financial instability.”

McCaw contends that confirmation that unidentified anomalous phenomena (UAP) are of non-human origin would force governments to acknowledge the existence of intelligence potentially far more advanced than any known military capability. 

Furthermore, the absence of clarity about such entities’ intentions, she argues, could generate unprecedented uncertainty across global markets and public panic.

McCaw’s warning comes amid a growing number of public statements by senior U.S. officials acknowledging unexplained aerial encounters. 

U.S. Secretary of State Marco Rubio

In the documentary Age of Disclosure, U.S. Secretary of State Marco Rubio states that there have been “repeated instances of something operating in the airspace over restricted nuclear facilities” and that “it’s not ours.”

Other senior figures, including U.S. Senator Kirsten Gillibrand and former Director of National Intelligence Lt.-Gen. James Clapper, publicly suggested that some UAP incidents may involve non-human intelligence, lending increased legitimacy to a topic long dismissed as the domain of conspiracy theorists. These statements also appeared in the documentary Age of Disclosure. 

In May 2024, McCaw presented a 65-page white paper titled Unidentified Anomalous Phenomena: Policy Implications for the Government of the United Kingdom to the SOL Foundation. The study outlines potential national security, economic, and financial stability risks associated with disclosure scenarios and calls for coordinated international planning.

The Canadian Connection - Has Canada also been warned?

McCaw’s analysis also references developments in Canada, where official attention to UAP has increased in recent years.

Larry Maguire

Ahead of the first U.S. congressional hearing on UAP in May 2022, Canadian Member of Parliament Larry Maguire called for the responsible declassification of UAP information and closer collaboration with allies.

According to McCaw's SOL Foundation white paper, (page 17) that same year the Canadian Nuclear Safety Commission confirmed it had contacted U.S. counterparts to share information related to UAP sightings near nuclear facilities. Natural Resources Canada also acknowledged communication with the U.S. Department of Energy following a U.S. intelligence report on UAP.

In October 2022, the Canadian government launched the Sky Canada Project to review how public UAP reports are handled and to recommend improvements. Led by the Office of the Chief Science Advisor, the project marked Canada’s first officially acknowledged UAP study in nearly three decades.

Canada's Chief Science Advisor Dr. Mona Nemer told Parliament’s Standing Committee on Science and Research that the issue was being treated seriously and confirmed that Canadian officials had engaged with counterparts in the United States and France, as well as domestic agencies including the Department of National Defence, Transport Canada, the Canadian Space Agency, and the Royal Canadian Mounted Police.

While no government has formally confirmed the existence of extraterrestrial intelligence, McCaw argues that the financial system must plan for the possibility—warning that, without preparation, markets could be left dangerously exposed to the shock of disclosure.

Dan Farah, the director and producer of The Age of Disclosure documentary, says, "I think it's only a matter of time before a sitting U.S. President steps up to the podium and tells the world that we are not the only intelligent life in the universe."
