Book Review: American Development of UAP Technology: A Fait Accompli?

In March of 2021, a year after Haim Eshed, former Israeli defense minister and father of Israel’s space program, published an interview in Israel's Yediot Aharonot newspaper where he announced that there is indeed a Galactic Federation and the USA and Israel have been working with them for decades --https://www.yediot.co.il/articles/0,7340,L-5854241,00.html -- a peace-oriented Israeli think-tank published a thorough assessment of the publicly-available knowledge about the UAP phenomenon. That think tank was the Begin-Sadat Center For Strategic Studies, Bar-Ilan University: https://besacenter.org/about/mission/

The writer was Franc Milburn, a strategic advisor, former UK military intelligence officer, alumnus of Sandhurst and the London School of Economics and a member of the Scientific Coalition for UAP Studies. The goal of the paper was to assess current knowledge about “beyond next generation” technologies, including relevant assessments by scientists and military leaders. Will America publicly build something, similar to the 1960’s Apollo Program?

As you would expect from Milburn’s credentials, the paper is full of fascinating details from credible sources that are familiar to all of us doing UFO-related research today: Dr Jack Sarfatti, Dr Eric Davis, Chris Mellon, Col. John Alexander, Luis Elizondo. For example, he quotes theoretical physicist Dr Jack Sarfatti’s thoughts on Tic Tac technology: “The strong gravity near field distortions will bend electromagnetic waves bouncing off the Tic-Tac, causing apparent mirage shape-shifting and even stealth cloaking, if desired by the controlling, probably fully conscious AI post-quantum computer (autonomous drone).” Later, shape-shifting craft are described that “…unfolded wings and control surfaces that resembled a black 707 and that were emitting “reverse Doppler” and false commercial jet acoustic signatures, in an apparently deliberate effort to evade detection. Various craft apparently tried to mimic conventional aircraft sounds—jet engine and sometimes propeller sounds—but were unable to produce a normal Doppler sound. Sarfatti claims that according to his theory about how UAP hulls work, their metamaterials use reverse Doppler. He believes this corroborates his theory that the craft were anti-gravity.”

An Apollo-style program is likely not possible in America today, according to Col. Alexander. It’s simply cost-prohibitive. But a smaller country with an ambitious space program might take on the challenge. Unless the UAP phenomena was seen as a threat, in which case America’s DoD would prioritize funding for UAP tech projects.

One detail suggests this may be happening already. Quoting Col. Alexander, Milburn adds an important note: “The Apollo moon mission is a great example. During those years, 4% of the budget of the U.S. Government went to Apollo. That’s compared to 0.4% now that´s going into NASA [for fiscal year 2021, NASA’s budget is increasing 3% to $23.3 billion].” There may not be headlines today, but NASA’s budget dramatically increased to near-Apollo levels. A quiet UAP program is possible.

Elizondo is quoted as saying that the US Government’s interest in developing this tech is inevitable, once they decide that it’s real.

The paper ends with a final bit of detail from Col. Alexander. He offers a warning to anyone hoping to develop UAP tech to defend themselves from UAP invasions. “Even if they understood Tic-Tac --Tic-Tac would be one variant of thousands [of UAP].”

I like that bit of detail, because we’re hearing a military witness confirm that there are thousands of different craft that we know of. This corroborates decades of witness testimony and my own research into the Phenomenon. Multiple sources I’ve found in my research say that there are 200,000 planets with humans just like us across the galaxy. It would make sense that there would be all sorts of different vehicles developed over the eons.

When I first found Milburn’s paper during my early UFO researching days, it was a revelation. I found it full of juicy details and new information, all from publicly-available sources. There are no conjectures about deep state actors, instead it simply assessed the likelihood of a public program — a refreshing angle, and an interesting hypothesis.

Re-reading it now, a few years later, much of the information is well-known. But there are still interesting tidbits of information.
