Updates From The New Paradigm Institute

Washington, D.C., October 2025 -- In the absence of a “smoking gun” proving the existence of a legacy crash retrieval program or direct evidence that the U.S. government possesses off-world craft and non-human intelligence, where does our information come from? The answer lies primarily in two sources: whistleblowers and Freedom of Information Act (FOIA) requests.

History has shown that many early UFO whistleblowers were dismissed or discredited by researchers and set aside as unreliable. Yet, as time passes, some of these accounts are being revisited in light of new information. Occasionally, details once written off as fantasy reemerge with corroborating evidence. In this issue, we revisit one such example.

BOB LAZAR AND THE IDENTIMAT 2000

Few names in UFO history are as polarizing as Bob Lazar. In 1989, Lazar appeared on KLAS-TV with reporter George Knapp, first anonymously, then openly, claiming to have worked as a physicist at a site known as “S-4” near Area 51. He described nine alien craft, a reactor powered by element 115, and a hand-geometry scanner used to access secure areas.

Skeptics quickly pointed out that Lazar’s educational and employment records could not be verified. Researchers suggested that his résumé had been fabricated, while others noted the CIA practice of “sheep dipping”, the deliberate scrubbing of backgrounds for individuals connected to sensitive programs. Over time, Lazar’s credibility faded. Still, he remains the first to publicly name S-4, which he claimed was the location where recovered UFOs were stored.

One of Lazar’s most ridiculed claims was the so-called bone-length hand scanner. For decades, critics dismissed it as implausible science fiction. But in 2018, evidence surfaced that such technology had in fact existed. The Identimat 2000, a hand-geometry reader developed in the early 1970s by The Wackenhut Corporation and later used at Department of Energy nuclear sites and the Tonopah Test Range, matched Lazar’s description.

The Identimat 2000 was documented in multiple technical reports throughout the 1970s and even made a cameo in Close Encounters of the Third Kind. In 2018, filmmaker Jeremy Corbell confronted Lazar with a photo of the device during his documentary Bob Lazar: Area 51 & Flying Saucers. Lazar’s surprised reaction, genuine or performed, reignited debate over whether he had first-hand knowledge or simply incorporated publicly available information into his story.

At the New Paradigm Institute, we do not claim to verify Lazar’s story. Instead, we present this as an important case study in UFO history, one that demonstrates how elements once dismissed as fantasy can resurface with credible documentation. For the serious student of UFO history, Bob Lazar’s story and the Identimat 2000 remain part of the larger puzzle.

TWO NEW UFO WHISTLEBLOWERS STEP FORWARD

The most recent round of UFO/UAP hearings introduced new voices to the growing list of whistleblowers coming forward, including Dylan Borland (seen in top photo above.) . Credit on the whistleblower front is due to a great extent to Jeremy Corbell and George Knapp, who’ve been instrumental in identifying and supporting nearly every major UFO/UAP witness to testify before Congress over the past three years. From David Grusch to Matthew Brown, and now Dylan Borland, Corbell and Knapp’s continued investigative work has brought crucial testimony into the public record.

While the recent hearings offered new insights, they did not tell the whole story, particularly regarding Dylan Borland’s testimony. Borland described witnessing a massive black triangular craft with flowing gold lights while on duty at Langley Air Force Base in 2012. The object appeared to emerge from a NASA hangar, move directly toward him, and then suddenly depart. During the encounter, his phone began to malfunction and overheat.

According to Borland, this encounter marked the beginning of his professional downfall. After speaking about the incident with colleagues, he lost his security clearance and later faced what he believes was an attempt on his life when his car’s brake lines were cut. Though he was never read into any alleged “legacy crash retrieval program,” his experience underscores the risks faced by service members who speak out about UFOs/UAP.

Additionally, in the latest episode of Weaponized, another UFO/UAP witness, Daniel Gockerell, describes seeing a 300-foot black triangular craft while stationed at Eglin Air Force Base in Florida. Although cleared to testify at the hearing, Gockerell was unable to attend due to personal reasons, and his full account has now been released publicly.

It’s striking that both Borland and Gockerell describe the same type of craft: a massive, silent, black triangle long associated with the alleged TR-3B platform. This design has been reported for decades, including by World War II pilot and engineer Bill Uhouse, who claimed to have worked on a similar vehicle in the 1990s.
